Oh yeah , the relay coil pulls the contacts together performing one step . The contacts have to be in perfect condition to allow the flow of current through them to the device they are powering or grounding. This is where most of relay failure takes place .
The relay is a mechanical switch . e.g. the relay does what a horn button would do . The relay allows a greater current than what the horn button would or would before it burned up .
Yes. The way it is now , the PCM thinks the ambient temperature is COLD ! This will cause the PCM to give optimum fuel injector pulse to the fuel system .

Gotcha.. it is a Compothane (mallet) hammer . I think it still has a lifetime warranty. These hammers of this material will get brittle and shatter w / age . Find a good SnapOn dealer and he should warranty it for you .
You can snoop around a good auto parts store ( established ones with adults who know what you are looking for ) and find a 30a MaxiFuse holder . This fuse holder can be mounted anywhere that is convenient . You can Google pics of these fuse holders to see what fits your need . DelCity is a good vendor to buy from. You have to understand not all parts are of equal quality . I would PREFER buying from aircraft parts vendors. Their components have to be perfect.
The ethanol ( advertised ) % of content varies from vendor to vendor and from area to area in the US . Fuel can be diluted any % the fuel distributor want to get by with......

I have repaired problems like this by using the start wire @ the starter to energize a relay to operate the starter solenoid wire. A little work but it is worth the effort .
