I have had to use Channel-Locks (slip joint pliers) and a leather barrier to get it fully shut off. Once that was done a few times, the shut off became more reliable.

In normal day-to-day operation, I leave it open.

It is best to operate this shut-off until it becomes easy to open / close . Then keep it easy to operate .

That's another item I have to test as well, as mine is not possible to turn by hand.  Got the Scud fuel line yesterday (thanks Tim), now waiting on the O-rings from Harpers, and have to find a Y or T to join the vent/overflow lines together.  Luckily I've got some extra vent hosting from the work done a few months ago.
