I just looked under by 2000 Bassa for the first time, yesterday. It's a stock machine. There is a large metal cylinder that runs between the two exhaust pipes on the underside of the bike about the position of the engine.

What is that? Don't tell me it's a catalytic converter?

What are the iimplications of that device and do I need to get rid of it and how to I deal with it. It looks like a bummer, to me.

Are you talking about the crossover? It's not catalytic, that's for sure. It's just a 'third muffler'. It's a good idea to have one, but you can replace it with a tube crossover (the stock one looks more like a loaf of chrome bread). With the stock Xover, you need to remove the muffler system to change the transmission oil.

Ahh, the "what the heck is that thing behind the crossover" thread again

No worries, as mentioned, it is your emissions vapor recovery cannister.

Here is a relevant recent thread on removing it and it's plumbing, if you so desire:

Hope that helps! :)
