Petcock problem

Mines a 2003 and last night I took the tank off for the first time and with the petcock all the way closed it leaked. So now my garage smells like gas. I hate working with gas all over everything.

 

I also notided that I can turn the whole petcock a quarter turn clockwise and it feels a little loose. If I turn it back it seems to tighten up. Are these supposed to spin or is mine just loose? If it is loose, can I just tighten it by hand or is there a torque spec?
