I concur with what you say entirely. I too hate those rear fogs and am very careful to make sure I don't leave them on on the rare occasions when I feel I need to use them.

 

A couple of cars I have owned, a Honda Civic, and amazingly an Austin Maestro had a very sensible system where the fogs were cancelled by stopping the engine and then needed to be turned on again if you wanted them. Other cars just have a rocker switch, and if you don't notice the pilot light they could remain on forever.
